The MCC NEET UG 2025 counselling process is the
central pathway for medical aspirants to secure MBBS, BDS, and B.Sc.
Nursing seats across India under various quotas. Every year, lakhs of
students apply through the Medical Counselling Committee (MCC), yet many
find the system complex and overwhelming. Whether it’s confusion around choice

followed by the choice filling module. Choice locking is a
critical step and must be done before the deadline, or the system auto-locks
your last saved choices.
No candidate is allowed to submit more than one
registration. If MCC finds duplicate registrations, the candidate is
immediately disqualified. The MCC NEET UG 2025 counselling is entirely
online, and no seat is ever allotted manually or through nomination.
Fee Structure and Refundable Deposits
There are two components to be paid at registration: a non-refundable
registration fee and a refundable security deposit.
- 15% All India Quota, AIIMS, JIPMER, BHU, AMU & Central Universities:
- ₹1,000 registration fee for General/EWS candidates
- ₹500 for SC/ST/OBC/PwD candidates
- ₹10,000 refundable security for UR
- ₹5,000 refundable security for reserved categories
- For Deemed Universities:
- ₹5,000 registration fee
- ₹2,00,000 refundable security deposit
If a candidate applies for both Deemed and Government seats,
only the higher fee (for Deemed) needs to be paid.
The security deposit is refunded after all counselling
rounds end. Refunds are sent only to the original payment method. If the
card or account used during payment is closed, the refund process can take
months.
Choice Filling, Locking and Allotment Procedure
After payment, candidates enter the choice filling window.
They can add as many options (medical/dental/nursing colleges) as desired.
These choices should be carefully arranged in the order of personal preference.
MCC uses this list to match the best available seat based on the candidate’s NEET
rank, category, and quota.
During the choice locking period, all entries must be
reviewed and locked. Once locked, the selections cannot be edited or
unlocked — not even by MCC. Hence, candidates should not wait till the last
minute.
A printout of locked choices must be saved, as it is
required during admission.
Round-wise Counselling Rules
The counselling process occurs in multiple rounds, each with
specific conditions.
Round 1
Fresh registration is required. If allotted a seat, the
candidate may:
- Accept
and join the seat
- Join
the seat and opt for upgradation in Round 2
- Exit
without joining (Free Exit)
Round 2
No fresh registration for already registered candidates.
Those who:
- Didn’t
get a seat in Round One
- Had
their seat cancelled due to documents
- Joined
a seat and opted for upgradation

report, the security deposit is forfeited.
After joining Round 2, resignation is not allowed unless
you're up for Round 3 upgradation.
Round 3 (Mop-Up Round)
Fresh registration and payment are required only for those
who:
- Did
not join earlier rounds
- Were
not allotted any seat
- Resigned
and forfeited earlier allotment
Once a seat is allotted in Round 3 and joined, no removal
is permitted. Candidates become ineligible for further rounds including the
Stray Vacancy Round.
Stray Vacancy Round
Final chance to secure a seat. Only those registered in
previous rounds are eligible. Candidates who:
- Joined
seats in Round 3
- Didn't
report after Round 3
- Didn't
register earlier
…are not eligible.
Upgradation Rules and Auto-Cancellation
Upgradation happens when a better seat is allotted in the
next round. If you accept a seat in Round 1 and are upgraded in Round 2, the
previous seat is automatically cancelled and given to someone else. You
must then:
- Collect
a relieving letter from the first college
- Join
the new college using the new allotment letter
If you are upgraded within the same college (e.g.,
category change), you still need a fresh admission process.
Allotment Process and Document Verification
After each round, MCC publishes the result online.

Withdrawal, Exit, and Forfeiture Policy

1, free withdrawal is allowed.

- Participating
in Stray Round is not allowed if a seat is joined in Round 3.
