MCC NEET UG 2025 Counselling FAQs – Complete Guide for MBBS, BDS & B.Sc. Nursing Aspirants

MCC NEET UG Counselling – Understanding the Registration Process

The MCC NEET UG 2025 counselling process is the central pathway for medical aspirants to secure MBBS, BDS, and B.Sc. Nursing seats across India under various quotas. Every year, lakhs of students apply through the Medical Counselling Committee (MCC), yet many find the system complex and overwhelming. Whether it’s confusion around choice filling, security deposits, upgradation rounds, or stray vacancy eligibility, the process demands a thorough understanding.

This detailed article explains the most commonly faced issues during MCC NEET UG 2025 counselling, based on official documents and candidate experiences. From registration to final reporting, every step is explained without confusion, ensuring students make no mistakes during their admission journey.

The very first step is registering on the official MCC portal using your NEET UG credentials. Candidates must use the same mobile number and email ID submitted during NEET 2025 registration. This is critical because all future OTPs and official communication will be sent to these contacts.

After filling personal details, candidates proceed to payment, followed by the choice filling module. Choice locking is a critical step and must be done before the deadline, or the system auto-locks your last saved choices.

No candidate is allowed to submit more than one registration. If MCC finds duplicate registrations, the candidate is immediately disqualified. The MCC NEET UG 2025 counselling is entirely online, and no seat is ever allotted manually or through nomination.

Fee Structure and Refundable Deposits

There are two components to be paid at registration: a non-refundable registration fee and a refundable security deposit.

  • 15% All India Quota, AIIMS, JIPMER, BHU, AMU & Central Universities:
  • ₹1,000 registration fee for General/EWS candidates
  • ₹500 for SC/ST/OBC/PwD candidates
  • ₹10,000 refundable security for UR
  • ₹5,000 refundable security for reserved categories
  • For Deemed Universities:
  • ₹5,000 registration fee
  • ₹2,00,000 refundable security deposit

If a candidate applies for both Deemed and Government seats, only the higher fee (for Deemed) needs to be paid.

The security deposit is refunded after all counselling rounds end. Refunds are sent only to the original payment method. If the card or account used during payment is closed, the refund process can take months.

Choice Filling, Locking and Allotment Procedure

After payment, candidates enter the choice filling window. They can add as many options (medical/dental/nursing colleges) as desired. These choices should be carefully arranged in the order of personal preference. MCC uses this list to match the best available seat based on the candidate’s NEET rank, category, and quota.

During the choice locking period, all entries must be reviewed and locked. Once locked, the selections cannot be edited or unlocked — not even by MCC. Hence, candidates should not wait till the last minute.

A printout of locked choices must be saved, as it is required during admission.

Round-wise Counselling Rules

The counselling process occurs in multiple rounds, each with specific conditions.

Round 1

Fresh registration is required. If allotted a seat, the candidate may:

  • Accept and join the seat
  • Join the seat and opt for upgradation in Round 2
  • Exit without joining (Free Exit)

Round 2

No fresh registration for already registered candidates. Those who:

  • Didn’t get a seat in Round One
  • Had their seat cancelled due to documents
  • Joined a seat and opted for upgradation

…are eligible. If allotted a seat in Round 2 and do not report, the security deposit is forfeited.

After joining Round 2, resignation is not allowed unless you're up for Round 3 upgradation.

Round 3 (Mop-Up Round)

Fresh registration and payment are required only for those who:

  • Did not join earlier rounds
  • Were not allotted any seat
  • Resigned and forfeited earlier allotment

Once a seat is allotted in Round 3 and joined, no removal is permitted. Candidates become ineligible for further rounds including the Stray Vacancy Round.

Stray Vacancy Round

Final chance to secure a seat. Only those registered in previous rounds are eligible. Candidates who:

  • Joined seats in Round 3
  • Didn't report after Round 3
  • Didn't register earlier

…are not eligible.

Upgradation Rules and Auto-Cancellation

Upgradation happens when a better seat is allotted in the next round. If you accept a seat in Round 1 and are upgraded in Round 2, the previous seat is automatically cancelled and given to someone else. You must then:

  • Collect a relieving letter from the first college
  • Join the new college using the new allotment letter

If you are upgraded within the same college (e.g., category change), you still need a fresh admission process.

Allotment Process and Document Verification

After each round, MCC publishes the result online. Candidates must download:

  • Allotment letter
  • Locked choice printout
  • NEET UG scorecard
  • NEET admit card
  • All educational certificates
  • Valid photo ID
  • Passport-size photos (same as in NEET form)

For reserved and NRI candidates, additional documents like caste certificate, NRI sponsorship affidavit, embassy certificate, and relationship affidavit are mandatory.

Certificates in regional languages must be accompanied by a translated version in English or Hindi.

If documents are not original or valid, the seat is cancelled on the spot.

Withdrawal, Exit, and Forfeiture Policy

  • In Round 1, free withdrawal is allowed.
  • In Round 2, exiting leads to loss of security deposit.
  • After joining a Round 3 seat, no exit is allowed.
  • Participating in Stray Round is not allowed if a seat is joined in Round 3.

Candidates should read the rules carefully and plan their preferences accordingly. Unwanted seat choices should not be filled, as MCC will not entertain changes once locking is done.

Common Mistakes That Must Be Avoided

  1. Using a different email/phone number than NEET form
  2. Missing deadlines for registration or locking
  3. Submitting incorrect documents or spelling mismatches
  4. Not printing choice list after locking
  5. Not understanding the rules of resignation or upgrades
  6. Filling Deemed University preference accidentally

Refund Rules and Timelines

Refund of the security deposit will be processed only after all rounds are completed. MCC will publish a list of eligible candidates, and the Financial Custodian (HLL Lifecare Ltd.) will handle refunds.

Refunds are strictly sent to the same account or card used during payment. If the account is closed, refunds may be severely delayed.

No interest is paid on the security amount, and no chargebacks should be initiated as it complicates the refund process.

Support, Help, and Official Contact

If candidates face technical issues like:

  • Difficulty logging in
  • Password errors
  • Session expiry
  • Browser compatibility problems

…they must follow the official user manual available on the MCC site.
